Instructions
Cook macaroni according to package instructions; drain and set aside.
In a large skillet, cook ground beef, onion, bell pepper, and garlic until beef is browned and vegetables are tender.
Add chili seasoning, tomato paste, tomato sauce, diced tomatoes, and broth; simmer for 10 minutes.
In a saucepan, melt butter, whisk in flour, then gradually add milk and heavy cream to make a béchamel sauce.
Combine cooked macaroni, chili mixture, béchamel, and shredded cheese; stir until cheese melts. Garnish with parsley.
Notes
You can substitute ground turkey or plant-based protein for a healthier or vegetarian option.
