Instructions
Melt butter in a pan over medium heat. Add flour, cook 1-2 min, then stir in milk until thickened (3-4 min). Season with salt and pepper.
Mix in corn kernels, then remove from heat. Add cornstarch and cheese; stir for 2 min. Chill until cold (1-2 hrs).
Form disks with hands, coat with panko, then spray with oil. Cook until golden and crispy.
Notes
Ensure the mixture is fully cooled before forming to maintain shape.
