Instructions
Preheat oven to 350°F (175°C). Boil potatoes and cauliflower until soft, about 10 minutes.
Cook ground turkey with onions, garlic, and carrots until browned, about 10 minutes.
Add broth, tomato paste, rosemary, thyme, and frozen vegetables to the turkey. Simmer briefly.
Drain potatoes and cauliflower, then mash with olive oil, garlic powder, salt, pepper, and parmesan.
Layer turkey mixture in a casserole dish, top with mashed vegetables, and bake for 30 minutes until golden.
Notes
For a creamier topping, add a splash of milk or butter to the mashed potatoes and cauliflower.
