Instructions
Preheat oven to 350°F (175°C) and line an 8x8 inch pan with parchment paper.
Beat butter and sugars until fluffy, then add vanilla and egg; mix well.
Combine oats, flour, baking soda, baking powder, and salt; add to wet ingredients and mix.
Press half of dough into pan; make fudge layer by melting condensed milk, chocolate chips, and butter, then stir in salt and vanilla.
Spread fudge over dough, crumble remaining dough on top, then bake for 25-30 minutes until golden. Cool and cut into 9 bars.
Notes
For best results, let the bars cool completely before slicing.
