Instructions
Cook ground beef in a skillet until fully browned; season with salt and pepper, then set aside.
Sauté onions and bell peppers in butter until softened, then remove and set aside.
Make cheese sauce by whisking flour and garlic into melted butter, then gradually adding half-&-half and melting in cheese with seasonings.
Assemble bowls with rice, beef, veggies, and top with cheese sauce. Serve and enjoy!
